Nuclear can load follow they choose not to operate in that way because of the
high upfront capital costs involved in building a traditional nuclear power plant.

It's similar to a semiconductor fab. They run 24/7 because of the extreme cost of the asset.

The newer SMR (small modular reactors) designs are less expensive to build and even more flexible.
