This has a lot to do with having too many different plant types as well as not doing it often.
The 4 new plants in the SE were to be a benchmark. If those went well, it could have prodded others to see the benefit in the risk. Unfortunately they screwed it up canceling two of them which also impacted the other two.
If we stuck to one or two designs and just started building them, the costs per unit would eventually come down to more practical terms, but that's not likely to happen now.
