If I were the Czar of the NBA this is what I would do to "fix" the game
1. I would widen the court maybe 6 feet total and put the 3 point line to the same distance everywhere. The current distance is OK with me, but if you want to lengthen it a bit I have no problem with that (currently it is not really an advantage in shooting percentage by shooting 3's average of 35.4% this last year over shooting 2's at 53.3%, if you eliminate the short corner 3 then this percentage will swing even further). Eliminating the short corner 3 will do a world of good! But if you were to eliminate corner 3s at all then you take away a huge part of the court and you change offenses completely.

2. I would start fining and suspending players for flopping. The league claims it will do this and then never does. Flopping needs to be eliminated from the league and actually penalizing guys after the fact is the only way to do it. If Luka Doncic fakes getting hit in the face then suspend him for a game. What you are currently doing (nothing) is not working.

3. The schedule of 82 games is fine, but figure out a way to avoid so many players taking nights off. If that means extending the season two weeks then do it. Maybe you start in March and April to give teams more games off. Now this means you start a week earlier and you eliminate so many days in between games in the playoffs. It should be every other day like hockey, none of this 3 days off in between games.

4. Make the play-in game a possibility. If the #7 seed is 10 games above the #10 seed then eliminate them from the play in tournament. Likewise if the #8 seed is 5 games better than the #9 seed then get rid of the play in game altogether. You constantly are saying you want to make the regular season more important and then you allow a team with a terrible record to make the playoffs over one that was much, much better.

5. Make refs answer questions after the games. There is no reason this isn't happening. Yes the answer can be as simple as I didn't see it that way or whatever it is. But guys like Scott Foster and Tony Brothers should have to be held accountable for their clear biases against certain teams. It may not change how they ref those teams, but there is no reason they can't answer the question about that or why they made a call the way they did.

6. Tweak the lottery system so that it either rotates (there have been many articles on this, you get the #1 pick once out of 30 years and so forth) or it is just a pure lottery for everyone who misses the playoff. There is too much incentive to tank right now even with the recent changes. In the last two months you can often tell who will win a game by knowing who is actually trying to win and who isn't.

7. Tweak the cap system so that guys you draft and keep don't count as severely against the luxury tax. Maybe you get a 20% discount off the luxury tax threshold for each guy you have drafted and still have under contract. It will allow you to keep more of your assets without paying severely for it. If you have a team like Harden, Westbrook and Durant you still have to pay them big money to get them to stay, but you won't have to pay the rest of the league dollar for dollar or worse to construct a team that way. It will incentivize teams to keep their draft picks and for guys to stay as the home team will have more flexibility in signing them (many will still leave, but this will give them an advantage).

8. Another tweak to their cap system would be to allow any team that lost a free agent that they drafted to get a compensatory pick. For a first rounder it would be at the end of the first round and for a 2nd rounder the end of the 2nd round. I realize a pick at the end of the first round is not super valuable, but it will at least give the team an asset if they lose one of their draft picks (assuming they made a qualifying offer). It will also put more guys into the pool of getting drafted which I think is needed with G league teams.

9. This one may be controversial, but when you get to the final 4 teams in the NBA you re-seed them so that the Finals has the best two teams. Just base it off of regular season record. Too often in the NBA history has the WCF or ECF been the de facto NBA championship. Nobody likes that. You could also re-seed for all 16 teams (and I could be talked into this) if you wanted, but I do like keeping some of the early playoff rivalries.

10. Clarify and stick to your rules. If a guy is not allowed to hold, don't let certain players hold in the post. If you are going to call traveling lets get rid of this "gather" step as you are essentially finding an out for guys to travel when driving. Every other league calls traveling the same way so stick to it. Then call it on Lebron when travels as much as you do the 2nd string pg for Charlotte. Let the world know (and especially announcers) that you can be moving and still take a charge. There is a difference between taking a charge off ball by being set and on ball when you beat a man to the spot. Honestly hitting guys with flopping penalties will help the officials out immensely.
