incentivize teams being able to keep star players they drafted by offering supermax contracts, you need to ensure that those contracts don't become a financial noose around those teams necks. I would argue that a supermax deal should only count as a regular max deal with regards to both salary cap and luxury tax. That way the players get more money to stay with the teams that drafted them, but the team isn't punished WRT the salary cap and luxury tax for keeping them.
