They were mediocre for a long time, built up a bunch of intriguing young talents...and then hit late on a superstar. Traded those young pieces and picks for things around him, but never really bottomed out.
The Dirk-era Mavs were another one. Key is you have to get a superstar. Not just a star (like Mitchell), but a legit, top 10 in the NBA type of player (like Giannis, Kawhi, LeBron, Curry, Durant, Luka, Embiid all were at the time...). And there's a couple ways to get those, but the easiest way is drafting really high.
