Giannis and the bucks is a go halfway example that worked
They were mediocre for a long time, built up a bunch of intriguing young talents...and then hit late on a superstar. Traded those young pieces and picks for things around him, but never really bottomed out.
The Dirk-era Mavs were another one. Key is you have to get a superstar. Not just a star (like Mitchell), but a legit, top 10 in the NBA type of player (like Giannis, Kawhi, LeBron, Curry, Durant, Luka, Embiid all were at the time...). And there's a couple ways to get those, but the easiest way is drafting really high.
Or hoping to get lucky and get Dirk or Giannis later than they should go

The thing people miss about trading Rudy & Donovan is that you’re also likely getting back a top 5 (or top 3) draft pick
