Baylor has had a recent Heisman winner, Cincinnati was in the CFP (no pac team had been to the playoff since 2016) UCF had a disputed national championship.

Also, the west coast has become a less important TV market.

The other schools would have to have some long term assurances that UO and UW aren't leaving. I doubt they'll get that.
