Honest question. Have we incentivized Native Americans to not progress. It

seems to me that getting off the reservations and into mainstream society might be the best thing for Native Americans. But, I believe Native Americans can basically survive off government programs and live, but not thrive, on the reservations.

I don't know a lot about this, but it is my perception based on some conversations I had with a legal assistant who was raised on a reservation. I'm happy to be corrected if I'm wrong.
