I highly doubt everyone making admission decisions looks at every application with the same level of scrutiny. They will split the workload up. You'll also get randomness in how the people feel at a given point while reviewing applicants. Even if it was the same person making all admission decisions, it's impossible to be completely objective about every aspect. If you've ever hired anyone or been on an admissions committee, you would see some of this.
