If that's what you want to advocate for great. Then go all in.
1) Get rid of the "practice games" whereby FBS teams get to play FCS teams and count them as part of their record.
2) Split the FBS into different divisions...the P5 and the G5...and apply the same scheduling rules. P5 can't play G5 and have it count.
That is what you are advocating for without saying it. By the way, while we're at it, should we do the same thing in D-1 basketball?
