My experience having lived in many places. Utah was the worst by far,

the Bay area was second, and all of the other places were distant. I think part of the Utah experience was because we lived into a brand new neighborhood and youth levels were above average.

I think it has a lot to do with youth (foolishness). Many grow out of it, but some don't.
