to track the destination of the unintended wire transfer....and then to heavily prosecute whoever holds the receiving bank account.

Or, are these wire transfers going to foreign bank accounts?

Local moves can be done with cashier's checks. But wires can also be used.

Often times yes. Or the money is quickly forwarded on to a foreign account.

Usually only a few minutes in a US account, then immediately wired overseas.
