If 24 is the target: Notre Dame, 4 ACC schools, Washington, Oregon gets to 23
Maybe Utah is the 24th but I doubt it.

At least the following are ahead of Utah:
Stanford
Kansas
Colorado
Arizona
Oklahoma State

These schools have a much longer history of football and/or basketball success and/or Olympic Sports National Championships and/or academic prestige. They have larger alumni and fan bases. Their markets are bigger or at least close to SLC's market (which Utah splits with BYU). They have also been considered "power conference" teams for decades.

The Big Ten doesn't really need to expand to enhance its football reputation, which is about the only thing that Utah would bring over the other schools. I get that it could happen and Utah is certainly higher on the list than BYU is but it's a pipe dream, even if 24 is the target.

If P2 goes to 48 teams, Utah doesn't jump ahead of 17 teams that were "BCS"/"P5" teams for decades before them. Winning football games DOES NOT MATTER. They aren't adding Utah b/c they won the Pac 12 twice. It's low on the criteria...it just is.
