From what I heard, changing their stance on transfer portal was a requirement

for Troy Taylor to take the job. Troy had a good thing going at Sac State and is himself a Cal alumni. When Stanford came calling he said her would require that the football team uses the transfer portal like everyone else in D1. And since he is there, I assume they agreed.
