Utah laws say that you can't "enforce the speed limit", ever.
Not meant for you, Clark Addison, but directed at the jerk you encountered - it sounds like he was trying to "enforce" the speed limit, but the irony is that he obviously had to exceed the speed limit to pass you and then slow down.

Utah traffic code says that if you are driving in the left lane, have open road in front of you, and a car comes up behind you - even though you are driving the speed limit or even five over, you MUST pull over out of the left lane as soon as it is safe. This is the law. Like it or not, it's better to let faster drivers continue on. The intent of the law is to make it clear that it is not our job to "enforce" the speed limit on the roads.

That said, I'll admit to being a fast driver and get frustrated with slow pokes "enforcing" the speed limit in the left lane. OR people on their phones, in the left lane, with half a mile of open space in front of them. I would like to see them all get pulled over.
