Not better in any year, but more consistently good over the last 4 non COVID
years. No team in the Big12 has had a winning in conference record, much less played in the conference championship game annually over the most recent 4 seasons. Oklahoma (soon gone) is the only team at or near the top of the conference standings most recent years. Baylor, Texas (soon gone) and OSU have had a couple good years mixed in with average or poor years.
Not saying the level of competition is the same, but Utah has been consistently good.

The most logical metric is to start with the CFP era...there Utah is a full fledged member receiving the same

This is pretty close to exactly that - starting in 2013, instead of 2014. Utah is up there... but not at the top
