The most logical metric is to start with the CFP era...there Utah is a full fledged member receiving the same
monies as everyone else.
From there, you have either Utah or Ok. St. at the top. But Utah has more CCGs, more rankings and a higher win %. Then looking ahead, Utah is expected to be another top 15 team while Ok St has a turnaround / rebuild year.
Feldman and others like him have a point...Utah is most likely at the top or near the top. TCU has had the best season but had struggled up until that year.
All that is heresy to BYU fans but no one scrutinizes every Utah loss the way BYU fans do...if they took the same approach to Baylor, TTU, Ok State's losses...they'll draw a similar conclusion to Feldman.
The trends are irrelevant. USC and UCLA are playing better and taking wins from the rest of the group whereas Texas and Oklahoma have struggled.
Utah at Baylor is going to be a fun game and a nice litmus for these types of discussions.

This is pretty close to exactly that - starting in 2013, instead of 2014. Utah is up there... but not at the top
