By far the best solution to a housing shortage is to build more housing. I'm sure fewer apartments will get built now
because rental rates will come down (or at least go up less fast).

Giving builders financial incentives to build eliminates risks and yields more supply.

The Lahaina fires were 8 months ago. Very little construction has even begun. If the politicians in Maui were wiser they'd solve the Lahaina problem asap. (and ... they would permit the building of a lot more housing units all over the island).
