Cleveland wanted to work as a public employee in California for a few more years at a high salary so as to qualify for a substantial retirement package. Fresno State was interested, that's his hometown, and he stepped right into their top job. I'm not sure who brought it up first, but he wanted to leave and BYU wasn't particularly upset about him leaving. But it definitely wasn't a "we need to make a change, you're fired" type of thing.
