Several reasons.

1. BM has coached more RMs than any other coach in a 10 year period. Missions stink for development and make it more difficult for anyone to be drafted.
2. Weak offensive line recruiting.
3. Not getting lucky on JUCOs.
4. Demographics/Changing NFL. The NFL is much more of a passing league than it was even 10 years ago. That stinks for a school who doesn't have a reputation for producing top notch WR and Dbs. BYU hasn't had a DB drafted since 1993.
