First of all, BYU was really late to the party
compared to the other schools who recruited him. BYU told Taysom to come to summer camp before his junior season. He did exactly that and then he heard from his coach that Anae had no idea who he is i.e. he made zero impression on the coaching staff. He literally heard nothing from BYU. Taysom then explored his other options and had 6 offers in hand by the time BYU got back around to him. In the mean time, BYU had already offered Nunes and Forcier and probably Jamie Jensen.

The LDS Coach Anderson at Stanford made a solid pitch to Taysom while he was on radio silence with BYU. You can see from Taysom quote I posted earlier that he was down on BYU.

Moreover, when you sign with another school that's a rejection of all offers on the table. BYU had to offer again while Hill was on a mission for him to accept it the 2nd time. Since we know Bronco doesn't recruit missionaries, it was really Hill inquiring and then getting an offer extended. With more than 6 months left in the mission field he signed a scholarship agreement with BYU.
