Offering before the end of someone's Jr year is not very late. Maybe he wasn't
impressive enough at camp after his sophomore year to get an offer. We don't know how good he was at that point.
BYU offering him and him signing a scholarship with six months left on his mission is recruiting. He was recruited and signed by Bronco.
