Why would net neutrality lead to limits?

What is it about net neutrality that would lead a company like Comcast to impose data limits tomorrow that has prevented them from doing it up to now?

I'm of the opinion that internet suppliers like Comcast have always been likely to impose limits with or without net neutrality.
