I don't see that as different than the current model

You pay more for faster service. You pay more for higher data limits on phones. It's only a matter of time before internet carriers start to impose higher costs for unlimited internet. I've seen nothing in the FCC proposals that would speed up or slow down that change. It's always been coming.
