It's a government band-aid to attempt to solve a government-created problem
Governments sanction monopolies or duopolies to provide internet services. In other words, the gov't backs the limited competition in the industry. As a result of limited competition, consumer have limited choices, so companies like Comcast can feel free to charge whatever they please and offer whatever speeds/bandwidth to whoever they please without fear of losing too many customers. As a result of that, many consumers don't have access to higher speeds or bandwidth. So they complain to the government, and the government says, "yeah, that's not fair, so we need to regulate this."

This is a problem that wouldn't even exist in the first place if there was true and open competition allowed in internet service providers. It's a problem created by government's creation of monopolies. It's just another example of the government creating ways to make you more dependent on them. Governments are notorious for creating problems and then proclaiming to save everyone with their solutions (all while blaming business/industry for the problem).
