I wouldn't go quite that far...
Teams like BSU are not held down now because they aren't good enough. They are essentially held down because of politics. BYU was plenty good in 84 and the other teams around them all had two losses. In the same scenario BYU or BSU probably get a chance at the final 4. And in 96 BYU was absolutely one of the best teams in the country. They won 14 games and beat some really good teams. But in that year they were unlucky because there were four other 1 loss teams that were really good.
