This is a tricky situation. Your cousin could no doubt benefit from BYU, but

you also have to look at the way BYU has to weed out applicants. There are some milestones that have pretty much become non-negotiable, and seminary, as an LDS person, is probably one of those.

However, maybe in her application she could note that she has recently become more interested in getting more involved in the Church and that she would benefit from the BYU experience.
