Isn't there a CES hiring freeze for S&I?

With the freeze, one wonders how Institute can remain a focal point. In our rural area, the full-time seminary teacher was moved to a more populous area and they replaced him with two part-time local teachers.

Our understanding is that there is a hiring freeze now Church wide for the S&I programs.
