Not serving a mission isn't some sort of great sin or anything, but it is a calling from God to ALL worthy, able young men. That presumably included Steve Young, and it presumably includes Frank Jackson. I've ignored plenty of counsel from prophets to my own detriment, too, so I'm not throwing stones here, just laying out what has been explained as doctrine.
