Now, no one is luring the elk out of the park (that I know of). But they know the natural migration and movement of the animals that spend a great deal of time in the park, and then move out of it during the fall hunt. Or, more realistically, cover enough territory that they live on both sides of the boundary and are in and out of the park all of the time.
I honestly don't know about bear hunting around Yellowstone. Frankly - I don't think people are looking for collars when identifying which animal to shoot.
