I think that a program like this, if run corruptly / incompetently is more problematic than an outright ban. At least with an outright ban you know that anybody hunting lions is a lawbreaker. But if you make it sometimes legal, in a corrupt cesspool like Mugabe's Zimbabwe it's all too easy for the program to become not about smart conservation, and just about unethical hunters paying off equally unethically officials.
