I think most schools would do fairly well with a fundraiser opt-out fee

and I think most parents would be glad to pay it. Those who couldn't afford it or wanted to go the fundraiser route would be welcome to do so. I just doubt the fundraising organizations would be very happy about dealing with a school who had a pre-planned opt-out for their profit.
