Obama didn't receive a single GOP vote for his federal Romneycare program which had been pushed by the right-wing Heritage Foundation for many years.

He should have just pushed through universal coverage single-payer by expanding the military and/or Medicare/Medicaid. I'm sure Hillary will have learned from watching the GOP refuse to be a functioning opposition capable of compromise to get something/limit the POTUS' agenda. She will just push stuff through.

After a photo-op meeting at the beginning of her term for the press, she shouldn't meet with or talk to the GOP leaders again and just push through what she can push through by poaching the individual GOP congressmen she needs in the House with bribes of pork for their districts. Just ignore GOP leadership and move on with the agenda.

As Obama should have done.
