I don't know how the Mixon incident relates in the slightest, unless maybe you think that the restaurant where it happened should be shut down, to send a message. Because obviously punishing Mixon, who was the offender, would in no way be comparable to punishing people at Penn State, who had nothing to do with the offense.

I've never said that anything would warrant the death penalty for a program, so there doesn't seem to be anything for me to elaborate on there. However, I can say when I don't think it's warranted, and that would be any time that all of the people being punished had nothing to do with the offense.
