It's pretty stupid to say the NCAA can't sanction its members for rule breaking
Universities exist to educate students. Punishing the university by taking away its sports program doesn't prevent its students from attending class or graduating, and the school would be just fine without a football team for a few years.

Players who had their hearts set on playing football would end up at another D1 or D2 program and it would take a while for them to recover like SMU (who also broke NCAA rules and didn't disclose their infractions).
