Correct, the head of both ROTC programs is supposed to be a Temple Recommend
holder. The Army ROTC Command knows this. Reid Grawe and "Dewey" Boberg were prior Professors of Military Science (highest ranking officer) in the Army programs and both retired and then stayed on at BYU in some capacity.
The ROTC programs fall under the Business School because the Business School volunteered to sponsor the programs. They have done a lot for the ROTC programs and many officers who came to teach in the ROTC program have left with their MBAs from the Marriott School.

This is what I don't get. Is is so hard for the military to appoint a BYU guy for the BYU ROTC post?
