It is a military appointed position...
...but BYU appoints the head of the Army and Air Force ROTCs to be Department Chairs on the faculty. BYU policy is that department chairs sign the HC.

This is what I don't get. Is is so hard for the military to appoint a BYU guy for the BYU ROTC post?
