Well, it may be wrong
Much of the research suggest that the homework load increase with age. So young kids should have little to no homework and seniors should have the most. In secondary schools, many teachers are planning for independent practice within the classroom (for various reasons) so kids can do their "homework" in the classroom with the teacher. However, in elementary, teachers typically focus on the instruction part and leave the independent practice for at home.
