the criteria for ranking teams changed after 2003...
...and put double the emphasis on human polls over computer polls (which factored strength of schedule as one of it's criteria).

This favored Utah mightily with a higher ranking even though they didn't play a ranked team during the regular season and the MWC was really REALLY bad that year (only 2 other teams were bowl eligible that year, New Mexico and Wyoming both at 7-5).

There were 2 human polls and 6 computer polls yet the 2 human polls carried twice the weight. had the rule not changed previous to that year, strength of schedule would've been a bigger factor and its doubtful Utah with it's cream puff schedule would've been ranked high enough to get a BCS invite.

BAsically the BCS dumbed it down and made it easier just in time for Utah's undefeated season. Fortuitous timing for the Utes.
