Even playing Northwestern or Minnesota helps Utah extend its footprint - just like BYU playing Virginia helps it extend its own footprint. More more importantly, it supports the PAC-B1G relationship, which is clearly a priority for both conferences.
There is an emphasis on winning games, of course, and college football has no preseason, hence the early FCS game. Utah's far from being alone in this scheduling strategy.
