Utah CAN NOT schedule an OOC game in November
In an interview on ESPN700 yesterday Hans Olsen asked Pac12 commissioner Larry Scott about Utah scheduling BYU in November and his response was that due to scheduling difficulties related to the requirements in the tvcontracts that for the foreseeable future Utah WILL NOT be allowed to schedule BYU in November. He didn't rule it out completely, but for the time being, it just sn't going to happen.

The argument is always brought up about USC playing Notre Dame. While this wasn't brought up in this particular interview, Scott has addressed it. USC and Notre Dame can play their games that are already scheduled through 2016 because there was a pre-existing contract in place at the time that the Pac12 tvcontracts as signed. Once that contract is completed USC would have to ask for a waiver to schedule games beyond the existing requirement that OOC games be played in the first 3 weeks of he season. And Scott is on record as saying that he does not want to see ANY OOC games outside that criteria and he specifically included the USC-Notre Dame game in that statement.
