Why is this so hard to understand?
Whittingham meant doing what's best for his program is more important than doing what's best for the rivalry.

How BYU fans interpret that as "our program is bigger than BYU" is a mystery.

If Utah's ultimate goal is to become a power program in CFB, don't you think it helps that goal to schedule teams like Michigan? I'm sure the Utes also want to schedule more high profile OOC opponents as well. And with BYU always on the schedule, that's more difficult to pull off.

You can't load your OOC games with three solid programs and then play a 9 game conference schedule. That's what Whitt meant by "overloading your nonconference schedule." Since BYU will always be a potential loss, it makes it tough to go out and schedule elite programs too.

No one loads up their plate like that. So in effect, ultimately it boils down to playing BYU or playing some other formidable opponent. And Utah has chosen the latter, in hopes of developing a more national brand.
