i think it has to do with 2 things. conference strength and recruiting
1. pac12 is better top to bottom than the big12.
2. i don't think utah got a recruiting bump. they can't compete against usc, ucla, asu, oregon, etc. byu doesn't really recruit any differently or any different player. but they would lose on the high profile lds athletes less.
