Looking at different states isn’t going to tell you much. Because culturally
people acted similar across the country. That is that people gathered a lot. Birthday parties, the holidays etc. It didn’t matter if the state was shut down or not. Contact tracing proved that most of the spread happened at these gatherings.
Other cultures acted differently. And had very different outcomes.
