happen. But then you have to make other changes presumably (balance the schedules) and you would probably need to straight up seed everyone 1-16 (which can hurt in developing rivalries as year to year playoff matchups would be by chance).

I'm not saying these are reasons not to do it but just that it isn't a really easy proposition. (to say nothing of the fact, Why would any owner in the East want to do this? You are starting out with half the league owners naturally against the proposition.)
