This and "the best" 8 teams making it to the next round

If either Toronto or Washington were to play in the West I don't believe they would make the playoffs. The way it is setup now one of them will be in the "round of 8". On the other side one of the Spurs/Clippers will be gone in the 1st round when both of them have the talent to contend for the whole thing.
