Rivalries come from playing each other often, especially if the games matter.
The NBA will never move to a balanced schedule. The travel costs and impact on the quality of play would be too high. So if they stay playing their nearby opponents more frequently, those teams are more likely to become candidates for meaningful rivalries.

And I'd argue that the LA Boston rivalry is a thing you'll find in a history book, not Southie.
