The best teams (from both conferences) would still consistently meet in the

playoffs. I agree that it would likely be a little less frequent (because the league wouldn't be forcing matchups based on conference affiliation). But it seems the top teams in the NBA would still make it to later rounds of the playoffs and develop rivalries.
