It's not intended to create more rivalries. It's intended to allow more fairness

when determining playoff teams and seeds, and to ultimately have better playoff matchups (particularly beyond the first round).

The other benefit would be allowing mediocre teams to enter the lottery in hopes of improving their teams, rather than putting them in the playoffs with no hope of a good draft slot.
