Your whole employment isn't binding; so why even ask for base salary in writing.
Or vacation. Or any health benefits. Or how many hours of work these items are based on.

The offer letter sets out how a company compensates its workers. Their total compensation. Not having part of that compensation, which was discussed and used to lure a person to their company in the offer letter does not speak well of the company.
