It is considerably more complex than just easements and "legal issues"
Where Google has run into problems is where they want to use infrastructure like utility poles and conduits that are owned and maintained by private companies like AT&T and Comcast. Thats the only way it would be financially feasible for Google to deploy their fiber. The only thing stopping Google from going out and creating their own infrastructure where they wouldn't be subject to the whims of their competition is money.
